Call For Papers

The 16th IEEE/IFIP Network Operations and Management Symposium (NOMS 2018) will be held 23‐27 April 2018 in Taipei, Taiwan. Held in even‐numbered years since 1988, NOMS 2018 will follow the 30 years tradition of NOMS and IM as the primary IEEE Communications Society's forum for technical exchange on the management of information and communication technology focusing on research, development, integration, standards, service provisioning, and user communities. The theme of NOMS2018 will be Towards Cognitive Management in a Cyber World, presenting recent, emerging approaches and technical solutions for dealing with management of Fixed Networks, Mobile Networks, Clouds, and Vertical Systems (e.g., smart cities and smart transportations, etc.) in order to enable the convergence of the networked services. NOMS 2018 will offer various types of sessions: keynotes, technical, experience, demo, tutorial, poster, panel, and dissertation.


Camera Ready Submission Guideline

Formatting checks are enforced in the EDAS submission phase for final manuscripts. Please allow extra time to fix any formatting errors and use PDF-eXpress to generate a compliant file.

Due to IEEE technical co-sponsorship of NOMS, your final paper is planned to be included in IEEE eXplore for archival value after the conference. However, IEEE reserves the right that if an acceptance paper is not presented at the conference; then, it may be excluded from inclusion in IEEE Xplore.

  1. Prepare the IEEE double-column format using IEEE Conference Proceeding templates. Attention: IEEE has updated the LaTeX template – please use the new template from the above link
    • For IEEEtran class in LaTeX, use the following as the first line in your LaTeX source file:
      • \documentclass[10pt,conference]{IEEEtran}
        (Note: with IEEE conferences, the author affiliation is listed under the author's name, unlike IEEE transactions)
    • Do not add any page numbering, header or footer (other than the copyright info discussed below, if applicable).
  2. The appropriate copyright clearance code notice is to appear on the bottom of the first page of each paper according to the guidelines set forth in the Cataloging/Copyright Instructions for an IEEE Conference Proceeding. Detailed instructions can be found at
    • For papers in which all authors are employed by the US government, the copyright notice is: U.S. Government work not protected by U.S. copyright.
    • For papers in which all authors are employed by a Crown government (UK, Canada, and Australia), the copyright notice is: 978-1-5386-3416-5/18/$31.00 ©2018 Crown
    • For papers in which all authors are employed by the European Union, the copyright notice is: 978-1-5386-3416-5/18/$31.00 ©2018 European Union

      • MSWord users can use: ‘Insert’ -> ‘Text box’, insert the appropriate copyright notice in the textbox, and place the box (without border) at the bottom left on the first page.
  3. Authors of papers in IEEE two-column format please go to IEEE PDF eXpress Plus Website and follow steps described below.
    • Authors of accepted papers formatted using annotated slides (adheres to Experience Sessions and BDIM Workshop) should skip this step and go directly to step 4. Should any adaptation be needed, co-chairs will contact authors.
    • Create an IEEE PDF eXpress account (use conference ID: 42834XP). Use 'new user' if you haven't used this site before.
    • Use IEEE PDF eXpress Plus to check if your PDF file is Xplore-compliant, OR, else, you can use this site to convert your source files into an IEEE Xplore-compliant PDF file (e.g., for LaTeX users, create a zip file that includes dvi and your eps figure files all together, and then upload the zip file for the system to convert into a compliant PDF file; for MSWord users, upload the Word file and let it convert and return a compliant PDF file).
    • Do NOT use 'Approve for collection' in PDF eXpress plus. Camera ready papers should be uploaded on JEMS (see next step).
  4. Log into JEMS and upload the following at your paper entry page
    • Camera-ready copy of your paper (papers formatted using IEEE double-column format must be PDF eXpress compliant).
    • A copy of the compliance message from PDF eXpress (only authors of papers formatted using IEEE double-column format).
  5. Complete the IEEE e-copyright process. 
    • Once you're at your page for your paper in JEMS, click on the button "Submit to IEEE Copyright System". This will then walk you through a series of steps. Make sure that the title/author list is EXACTLY as it's in your final camera-ready paper. If any correction is to be done, please do this first before proceeding with the copyright step.
    • Once you click on the “Submit” button, the process will be completed, and you will receive a copy of the signed agreement via email. You should upload it on JEMS.
    • Please complete the e-copyright form by the deadline.


Poster Presentation Guidelines

To help increase the exposure of NOMS’18 posters to conference attendees, each poster will be presented in two poster sessions: one in the morning and one in the afternoon on the same day. The poster authors need to attend both poster sessions according to the publication policy. Poster papers of no-show authors will not be published in the IEEE Xplore digital library.


to ensure a smooth running of the poster sessions, the authors are expected to:

  • Set up their posters 30 minutes before the morning poster session starts.
  • Be present at their poster for the entire poster sessions. (Note that each poster is assigned to two poster sessions)
  • Sign-in before your poster sessions.
  • Explain their posters to the collected audience.
  • Answer questions and interact as appropriate.

Remove their materials at the end of the poster sessions.



  • All poster materials should be provided by the author(s). That is, authors should print your posters and supplementary materials themselves.
  • Each poster will be assigned to a specific board during the scheduled poster sessions.
  • All posters must be printed on an A0 paper (841 × 1189 mm or 33.11 × 46.81 in). 
  • Please try your material layout earlier to make sure it fits in the assigned space.
  • Scotch tapes will be provided, please see the staffs at the registration desks.
  • If you lose your printed poster during travel, please ask the staffs to find a printing company near by the venue.
  • Stitching multiple A4 print-out into a poster usually leads to very low-quality poster experience and is therefore not allowed in NOMS’18.
  • The poster papers are available in the conference proceedings that all attendees will have.
  • The posters that still stay on poster boards over 15 minutes after the end of afternoon poster sessions will be removed and discarded by our staffs.



  • The title of the poster session should be displayed in large font, 36 - 60 point, to help the audience find your posters.
  • Your main point or conclusion should be in large font if it is not covered in the title.
  • A font below 18 point is difficult for the audience to read. Try not to include any smaller print on your presentation.
  • Avoid large sections of text in all capitals; it can be difficult to read. Use CAPITALS and/or bold to emphasize your points
  • Display the highlights of your presentation in larger font, 24 - 40.
  • Use color to emphasize the important points.
  • Pictures, charts and graphs are very effective when kept simple. Too much detail will obscure the main points. 
  • Information flow is most effective if it is from left to right and top to bottom.
  • Your posted materials should be as self-explanatory as possible. Attract the audience's attention and then answer detailed questions.
  • Consider that the viewers will be two to three meters away from your material and adjust the print font, charts, graphs, and figures accordingly. The audience will not have the time or the space to read pages of text.
  • The audience at poster sessions moves! They may want to visit several posters during the session. If you are planning to give a presentation of your material it will probably have to be repeated several times as the audience changes. Keep it short, hit the high points and invite questions.
  • Some attendees may be very interested in your topic and will want to monopolize your session time with questions. This may turn away other attendees that are also interested. Recognize this as a factor and be prepared to acknowledge all visitors.
  • If you want to interact with certain audience members later, have cards with your contact information available.
